what you need is Mod Podge
Sponge Brushes (the cheap ones from michaels or joanns)
Tissue paper... colorful and bright with some patterns mixed in
Hurricane votive (preferrebly glass)
apply Mod Podge liberally onto the glass... tear pieces of tissue paper and apply... apply more mod podge onto the tissue paper and then more on glass and repeat until glass is completely covered... 
I decided to cover the bottom as well... make sure the rest is dry before doing so...All you need to do now is decide what you want to do with it... do you want to put tea lite candles in there? or use it for pens/pencils... candy perhaps...
